Squeezed by drone strikes on its refineries, the government is letting some plants sell Euro-3 gasoline under a Euro-5 label—up to 15 times the sulfur the EU allows. There's no marking, so drivers can't tell what's going into their tanks.

The extra sulfur and toxic aromatics wear down engines and converters, and carry health risks of their own.

Unlike gasoline, which doesnt exist on crude oil and must be synthetized, crude oil already has diesel on it, the process is what follows, once separated on the distallation towers diesel is sent to Hydrodesulphuration plants (HDS) where it will be cleansed of Sulphur, water and wild napthas, diesel enters the unit, its injected with Hydrogen, then heated and sent to a reactor, inside the reactor Sulphur reacts with Hydrogen making H2S S+H2 => H2S, then the liquid is sent to separators where lighter H2S evaporates going up and diesel goes down, then its sent to a stripper tower to be cleansed of remaining H2S, water and wild naphtas, said products being lighter will evaporate and ascend, then collected and sent their way while denser diesel remains liquid and is pumped out ready to use (some aditives are added afterwards to avoid diesel waxing under certain temperatures).
As you can see diesel having more Sulphur on it doesnt actually increase the amount you produce, no diesel is lost by reducing sulphur content, the only reasons to do this is because HDS reactors eventually become too dirty and contaminated to work, the unit must be stopped, the reactor emptied of exhausted catalyst and refilled with fresh catalyst, with half refineries under attack and sanctions (most catalysts are produced in Europe and the only Russian catalyst factory was sabotaged and put offline two years ago) odds are they are running of working HDS units and must either lower the quality or shutdown them entirely and stop producing.

I understand that but all US refineries were massively upgraded in the mid 2000s. The US has the most advanced and capital intensive refinery complex on earth, which is why we import low grade heavy sour crude and export light sweet crude.

My point was that oil refineries are not extremely complex and expensive compared to other industrial projects. The reason we haven't built new ones is because of lack of demand, so existing ones are upgraded instead.

It could be a translation issue tho, a HUGE problem I noticed when talking about this with people from other countries is very similar words in different languages are used to name different products, for example "petroleo" and "petrol" are a spanish and english word and are both really similar, in spanish it means "crude oil", in english it means gasoline.
Ive checked some english papers and aparently "naphta" is also called "straight-run gasoline" in some places so as I said, sometimes there is a ton of confusion because similar sounding words are used for entirely different products, in any case "naphta/straightrun gasoline" cant be used on a normal motor and is used to make commercial gasoline for regular cars.
