Because if you used salt then you would need a system that produced chlorine from the salt and then it would have chlorine in the pool and you still need to add other chemicals to support that chlorine which is not what they are going for. What I've been trying to understand is what they treated the water with before Obama in 2009 and they went to this new system. Also ever heard of new aquarium syndrome? If you start up a new aquarium these massive green algal blooms are basically inevitable for a year and you best not have any expensive fish species in there, got to wait awhile before the bacteria in the filter stabilize enough that blooms don't happen regularly. Since we're reflecting bluelight from the bottom and maybe the sides, that will really help the algae to grow, the same way the light in the morning is really good at helping algae since it's more red and comes in at an angle.
