How much in Law Enforcement is spent doing paperwork versus actually being out in the field? I always hear about all the paperwork involved after an arrest. Do officers still write reports by hand, or is everything mostly digital?

I was a cop in Baltimore 2011 to 2015 and I spent an inordinate amount of time arresting and on summons paperwork. I then realized that none of my recommended charges ever got picked up or the DA nolle prossed everything that wasn't a slam dunk felony D or higher they could plea out to keep up that conviction rate. After that revelation I only arrested when I had to and put even less effort in to writing a report because who the fuck was going to read it anyhow. I quit when I figured out that nothing can really be done in a place like that, it's systemic. From the top to the bottom, the people that make that city awful are everywhere.
