As I understand it, the idea was germinated with Wow Classic.
You see World of Warcraft got a bunch of woke female devs who messed up the game. So some oldschool chads decided to start up their own servers and play the original game as it was in the begging. These private servers became incredibly popular, more popular than the actual game. This became a crisis as Wow decided they wanted that profit for themselves, and started shutting the servers down. They eventually realized they could make a shitton of money just by re-releasing the original game themselves and giving players what they wanted.

This little event woke people up to this notion that online games can potentially be resurrected by private community members. Like the fans of old Age of Empires or Players Unknown Battlegrounds can easily run private servers and host the game for fans, even if the game is long retired. Since so many games are online these days, this would be a sensible solution.

But this throws a wrench in the coprorate model of turning games into a subscription. They want to release a game, host it for 3 years, and then sell you another game. You should have the option to play the old games, instead keep buying the new ones. This is even more dystopian because in their contract they never spell out how long the game will actually be live, they can easily sell you a game, pull service a month or two later, and you just got scammed. That has happened plenty of times by the way.

The idea is simple. At the end of a game's life, just allow community members to host it so people can play it. That's it, that's the concept.
Of course some of these online games can't be hosted this way without giving the source code and giving away some trade secrets, so it's a bit complicated in that respect. But we've seen over and over that the community is often far more comptenent than the actual dev team, and can do all that shit themselves quite easily. I mean look how much better modders made Skyrim

I think the private server idea was one solution to the DRM problem. Because these companies often contract with 3rd parties to get their online shit working properly, and the companies themselves don't even have the rights to all that shit. So if you're demanding access to that stuff as a fan, then it's a problem. So one workaround is to let the companies set up a server for the fans, that way you don't need to spill the beans on all the source code.

The big development this year was that hackers created a universal denuvo bypass, which runs with all denuvo protected games.

The parliament can not do anything on their own. The commission has to get the ball rolling. If the commission simply proposes nothing, there is nothing for the parliament to vote on.
