Israel already declared htat it would not withdrav from Lebanon, memo be damned, and there will be no way Iran gets 300 bn, or even its frozen assets no strings attatched.The memo is probably only for stalling, to ease up the pressure on fuel prices and buy time to develop a strategy agaisnt Iran's methods of defense. Round 3 will come by the end of the year at most, I think.
