It's not about 3d printed guns and the manufacturing control law is going to cause a shit tsunami if it passes because of every type of manufacturing it fucks up. There is a potential problem if a large state like California imposes such a ban, because manufacturers/sellers of 3D printers in the US will not develop separate California/non-California models. Every model will be a California model.

What you need to prevent this is either federal legislation, or a bloc of states passing 'Hobbyist Protection Acts' which specifically ban manufacturers from imposing California-style restrictions on products sold within those states, with criminal penalties for selling California gear in a freedom state.

Otherwise, manufacturers will converge upon the California standard for everyone.
