I don't know what, if anything, Putin will do. Ukraine has had similar attacks inside Russia, but it's usually on infrastructure or an assassination attempt on a leader. Russia sometimes will respond by killing more men on the battlefield, but they don't really do much more than that. With Putin in charge I don't see why he would escalate now even though it looks really bad. He's taken so much and has yet to really respond.

I don't know if Russia can, but they should send a non-lethal threat to the EU. Maybe something like flying a fighter jet over Berlin and London and dropping a beach ball. It would humiliate the EU and they would have to either escalate over something non-lethal or acknowledge that maybe they are taking this too far.

What the United States wanted to do was encircle Russia and create as many security threats as possible to force them into an arms-race they couldn't win. Yet, would keep them poor and unstable.
