At least that's one avenue of thinning the herd. Thanks to that, Quebec remigrates more than the rest of Canada put together. And honestly, having lived there recently, Montreal is (quite literally) not half as bad as Toronto. The one pervasive meme about them however is them stacking a family of 12 in a 2 bedroom appartement, on top of three very aggressive pittbulls, and that is 100% accurate.
