Could have been a current too, and if a strong wind blows then that will kick up waves big enough to easily threaten even experienced and strong swimmers. All the kids should have had pfds (personal floatation devices, aka life jackets or similar) especially when going away from shore. Few kids will have the instincts or knowledge to know what to do when a boat flips.
