All aspects of Jewish costume that make a Jew look recognizably Jewish -- the locks, the beards and black coats, the different kinds of hats, etc. -- also make them look like eccentric or schizophrenic old hermits or homeless people. That combined with people's experience of meeting one of these strange hoboes at the bus stop or grocery store and having them launch into some elaborate con game to try to defraud them out of a single cigarette or stick of chewing gum will naturally lead one to the conclusion that Jewish scheming, while perhaps tiresome at times, primarily deals with very petty matters to the point of being almost quaint or endearing, and could never amount to an extremely serious and ruthless quest for global genocide and domination.

In general though I would say if it looks recognizably Jewish like that clothing, people are going to assume it is made of cheap material, or at least that it was originally when it originated in some Jewish ghetto hundreds of years ago, even if that was only like two hundred years ago but people think it was much longer. But no I don't think the Jews dressed like that are poor and can't afford nice stuff. That's kind of my point: They can, even though people associate the way they look with po hood rats.
