They will go whichever way they think itll benefit them and Iran, so if you do start indiscriminately bombing them they will go Iranian 1980s mode as in they will become overwhelmingly jihadi even if not that religious and will push their government to acquire a nuke for protection. There is literally no other good plan than to normalize and invest into Irans economy.
