You have to know you're going to be in a situation in which the target is surrounded and hesitant. Carrying the thing is a hindrance to anything else you might want to do.Most targets who see cops approaching with catch-me sticks is going to bolt. The police won't be able to use their usual cajolery to advance and grapple because the sticks are a clear advertisement of what's they are attempting. I disagree with the liability concerns. You can see in taser videos that they cause people to fall hard and make no effort to catch themselves. Running targets can hit their face or head on the pavement especially hard.
