Dialogue in Hell was an extreme satire about Napoleon III whose government was zogged to all get out, anyways. That's how the Protocols are fake and true at the same time. But yes, it seems to be a forgery. Especially because of how fake the jewish parts sound and how it reads like something a Christian would write (no offense, I promise).
