The original pool used city water, the Obama changes have options for both potomac water and city water. Algae is a problem either way, but the potomac water also gets filtered before being pumped in.Trump has plans to renovate the piping in the fall, but first wanted to temporarily make the pool pretty for the 250 celebration, but he fucked it up.Painting the bottom of the pool didn't work because the contractor didn't have a solution for the expansion joints (the pool bottom is concrete slabs set on top of clay with support pillars underneath). They tried a few things and they all failed but then they said, a week after the project was originally supposed to be finished, that they had a solution that would work (it obviously didn't).
