LLU was a technological compromise and cost-saving measure in local exchanges. Openreach didn't separate from BT until 2003, and the expansion of infrastructure was by no means anything to do with the private market, and was still government led.

That debt payment and infrastructure upgrades has to happen one way or another, either paid for by the public through bills or paid for by the public through taxes. There's no option that isn't expensive for the public, but nationalisation would be expensive in the short term and cheap in the long term while keeping the status quo would be expensive in the short and long term. Water is a natural monopoly and it was stupid to privatise it in the first place.
