It would be fairly rare and unlucky to be in the direct path of a tornado during a person's lifetime.

However if you live on the gulf coast or in a flood prone area the odds of a bad hurricane or flood over a ten year period are fairly high. With hurricanes if you are truly on the coast you need a concrete structure on stilts. Once you get slightly inland it makes more sense to just build wood frame because the major risk aside from flooding is still roof damage or a tree (for Euros out there "trees" are basically big lignified-stem plants with foliage that can sometimes grow in excess of 100 feet tall) falling on the house. In these cases it is better to just rebuild a roof or refrain a section than do serious masonry. A large tree falling on a house will still crack/shift and damage masonry and then you have a real mess on your hands repairing it.

With inland flooding the simple answer is don't build in a flood zone lmfao. People still do it though go figure.

the hurricane thing is interesting, I live in a hurricane area and there are a lot of building techniques that have evolved. most houses are hip roofs instead of gable, I also know from rafter to foundation there are metal plates at every major joint, and our windows are all impact rated because maintaining low pressure keeps your roof from blowing out. roof blowouts btw are not solved by yuro wall construction.
bigger picture you could say wood construction in general is the cultural development, much like in japan, california after the great quake rebuilt with wood because it's faster to build and less brittle in quakes than brick etc.

I wouldnt really want a pure masonry house in my region. Brick facade outside of wood frame is fine though. I live in the deep south and the thought of having a hurricane blow a giant tree down onto a fine masonry wall would be a real issue. Furthermore, the ideal construction method for me is pylons with crawlspace and wood frame. The ground is soft and the water table is high. you cannot rely on a foundation not shifting around or cracking. The crawlspace makes everything more simple in terms of AC/plumbing etc. And how do you build a true masonry built home on top of a crawlspace on pylons?

I dunno. I've yet to personally have a house destroyed by one. But just in my lifetime I've seen two towns near me suffer major damage, my sister almost got caught by one on the road, and there's usually one every couple of years that is close enough to be a genuine threat. I think floods are a bit more of a problem (here, in TN), but mostly because floods hit everything. On an individual home building level, you could ignore it. But when it comes to building whole cities, you'd be looking at pretty regular damage. I think it'd be enough for a civilization to try and mitigate it through architecture if they weren't already set in their ways.

There's some truth to that, if you don't clean them halfway regularly. You need to take out the filters and clean them, you need to spray and clean the condenser fins and the cross-flow fan with Isopropanol or with special AC cleaners and do a couple of other things, otherwise the thing spits mold and bacteria after a while.
