Youd just throw in a few gas pellet in an enclosed room full of people, wait a bit and then tadaa. Physical bullets would need, well, at least as many bullets as people that got shot + who know how many guns. Hungers and disease are cheap but it takes a while to take effect and you gotta store all those people in the meantime + its probably the worst method if you wanna avoid too much disease.
