AC can be used as a vent or normal fan. Most units have settings to turn off the air compressor and use the fan instead in case you dont need to cool down at all times. The noise is always calming, especially for my tinnitus as the AC roars.

The main reason why Northern Europeans don't buy ACs is that a) people live in rented apartments cannot install any "real" ACs without landlords permission (or even without the housing company's permission), we can only use the portable ones and b) summer is relatively short and some summers we only have a few day long heatwaves. People are basically gambling. c) most homes in N-Europe are isolated so well that they just passively stay cool. No cardboard walls, actual +30 cm thick of isolation.AC's are cheap and electricity here in Finland is cheap. It's not a money issue. Right now summer is half way done and so far we have had 2 days where the temp went over 25 degrees of celsius. Some homes in Finland stay pretty chill, like some never go above 25, not even during a month long +30 degree heatwave. We have strict building related laws about passive and active ventilation, which actually helps with cooling. The homes that do get hot don't matter that mich cos nights are cool (10-17 degrees) so you just keep your window open and you are fine.
