Also Recreational Cannabis in NYS means a lot of business for upstate farmers. Also many jobs for example working in state prisons since nearly all state prisons are located Upstate. And then Albany being the government center brings some economic activity. The question is whether these things outweigh the potential Upstate would have if it was detached.
