for 100 years there has been railroads, for some reason nobody thought it would be prudent to go from Finland to Sweden

perhaps cruise ship owners lobbied against it? they have been profiting for 100 years operating ships that travel weekly between Finland and Sweden, sometimes even daily

regardless, just now, paid entirely by Finland, Oulu city of Finland is connected to Haaparanta town in Sweden

Oulu city and Tornio city paid for the rails

Tornio is 20 000 people city on the Finlands side of Tornio river and Haaparanta is Swedish town of 2000 people on the Swedens side of Tornio river

In Sweden the river is called Torniå, not Tornio but its all the same
