As more rescue corps start to flock the place (many from across the nation are on their way + the international aid that is on their way) it is clear that this number should exponentially rise. It isn't misleading or a conspiracy, there's just not a full grasp of all the material damage. Multiple remote towns also had houses collapse for example. Some neighbours have tried to rescue people on their own while they wait for whatever help is coming if it is coming at all. Websites dedicated to finding people and reporting structural damage by citizens have a more clear picture about what might be going on but it is still not enough.
