My best guess is that he stumbled onto evidence that OKC was some kind of a sting operation that went sideways. Like undercover agents helped some dudes build that bomb and pick out the target with the plan to swoop in at the last minute and make a big Hollywood bust. Except they fucked up somewhere and the bomb actually went off.This isn't without precedent, either. Look at all the mass shooters getting groomed by feds. Or the guys who tried and failed to shoot up that Draw Muhammad thing in Texas while their FBI handler was diving for cover just down the block. And it fits the timeline perfectly. Ruby Ridge and Waco were massive fuckups still very much in the public consciousness and the feds would have been trying to cook up something to restore their image.
