there's a rand corporation document out there that made low iq cops de facto mandatory doctrine. the paper argued that in case of severe civil unrest, only way to maintain peace is with low iq cops who won't be able to debate the merits of whatever is going on.
i think several things have happened in recent years that has made people question this policy though

i think low iq people also experience pain less acutely but not sure

I'm not sure if low IQ people feel pain less, but they are probably more willing to be hurt because they don't consider the second order consequences or injuries, and they've been taught by videogames and movies that injuries are always easily treatable. Basically, low IQ enforcers neither have neither the self preservation instinct, nor the intelligence to question orders.
