The fact that it has not been announced yet probably means they are going to limit it to some extent. And it would be logical to assume that if some entered the country illegally, their mere presence means they did not intend to be "subject to jurisdiction thereof". But their offspring born in the US, did not make that choice. Personally anyone entering the US illegally who is either knocked up or gets knocked up in country is doing so 100% to make an anchor baby, so the intent to game the system is there.
