The Egyptian ministry of finance recently announced a complete overhaul of the old in-kind welfare system we've had since the 70s, planning to move to a money-based system where the government automatically deposits a lump sum (50-350L.E per citizen; it's still in the talks) into special "welfare cards" with the money only spendable at government-sponsored vendors.

A 70g loaf of bread will stay at 0.20L.E, while cooking oil, (30L.E/bottle) sugar (15L.E/kg) and all other goods (soap, detergent, pasta, flour, etc) won't have fixed prices and will instead have subsidized pricing that moves with market rates.

Supporters of the policy (Government, IMF, etc) say it'll reduce corruption by making it easier to track government spending and eliminating the old problem of welfare outlets misreporting demand and pocketing products (oil, soap, detergents) to resell on the market for profit. It's hoped it'll cut inefficient spending and leave welfare recipients (~67M people) with the same former QoL

Detractors of the policy (their opinion doesn't matter; we're a dictatorship) say the decision to link product prices to market prices will shred the welfare's value for ordinary Egyptians once a new wave of hyperinflation inevitably hits, and that potentially pushing millions of lower-class/lower-middle-class citizens from simple poverty to outright starvation will lead to a repeat of the 1977 bread revolts and a potentially bigger conflagration than the Arab Spring.

in algeria a lot of products are subsidized which causes people to buy them and smuggle them across the border to neighboring countries to sell for a profit, hell large sectors of the tunisian economy only survive on algerian smuggled goods

the problem is that this could lead to other problems, for example how do you determine who deserves the help? especially in an informal cash based economy it's very hard to measure who deserves it and who doesn't, and it could lead to new types of corruption

I think we could use something like this in algeria, it's been talked about, maybe egypt will serve as a testing ground and we can know more about the pros and cons from watching you

Reported income and listed profession on their I.D card usually. Non-Egyptians (we have 10.5M refugees) don't apply because they get NGO help and whatever scraps the government and the UN can give them. My family doesn't qualify but my dad used to get welfare stuff somehow (probably bribed someone) and resold it for money when i was a kid because he's worse than a Yahudi. Probably still does

Although they did implement something similar recently when they give you a 300-500 MAD (equivalent to 50 euros ) but in order to qualify you need to basically starve and have nothing so poor people would just pretend to be poorer then they really are irl.

The latest figure i could find was a figure by The World Bank that 33.5% of Egyptians were below the national poverty line in 2021 and that "poverty line" is for absolutely grim conditions not just difficulty affording life essentials like bread and cooking oil.
