The is not charity - it's tax evasion. The "charities" are just endowments. That is why she donates mostly to universities and healthcare programs. Her donations are called "gift annuities" or "split interest annuities."Example: She donates $1M to a black university endowment and the university can use the money how it wants to or she places restrictions on its use; however, the university must pay her back all of that $1M over a 20 year period of time.
