I call bs. These refrigerators probably broke or they're in the process of reorganising the store. I've been shopping through heatwaves and never seen stores disable their fridges to save money because that would mean even more wasted money on all the defrosted food they can no longer sell without risking poisoning people.

The preferred target of "changing consumer habits". Heat waves like this haven't ever been a long term issue, so I guess fridges weren't the priority for losses of merchandise. The upper tier supermarkets were doing it as a sort of energy saving measure, and it looks fancier to have more modern, sealed fridges.
