It varies by state and locality, but the twatter in OP is right. For CPS to take the kids it has to be investigated and signed off by a judge. If went to actually taking the kids that means there was either enough reason to remove the kids from the situation or a social worker was playing politics and drummed up a report. Most importantly, the state does not want your kids, if they take them there's either smoke or someone is petty.
