Hard to say if it's that way on purpose, but absolutely have noticed that. Effects pretty much every state institution here. Private companies too.Feels like part competency crisis, part corruption, part clusterfuck blob of disillusion, hostility, ideology and who the fuck knows what?Don't know how you fix.
