EU should just ban fossil fuel vehicles without any deadlines.Just declare that privately owned vehicles are not allowed on the road in a month and that owners should sell them to the scrapyard for the price of scrap metal.

There would be immense, almost overwhelming incentive to invest in battery technology to solve transportation problems with electric vehicles. It would work, but at a cost I doubt the EU can handle, because the payoff of such investments will be seen a few years after the incentive has been created, and a few years without transportation will collapse every single budget.
