Radioactive material is generally pretty damn dense and is obviously heavier than water; it sinks. I'll admit I'm no expert, but I'm pretty damn sure even gamma radiation isn't able to penetrate several thousands of feet of water. So really, what's the risk to life other than that on the sea floor and how much radiation are the fish we eat really recieving?
