Few years back while working for a (((commercial landlord))) we had 3 new build apartment buildings with pipes bursting above the vestibule. Same story in each one. Void with the pipes not insulated. At all. These extended across every first floor apartmemt, so it could happen to any one of them, just the vestibules is where it happened first.Spent hundreds of thousands to open up the void in every apartment and insulate it.
