It's tourists. I know of this because I watched Thermae Romae Novae and it had a pop culture reference about the caretakers being annoyed by humans going into the monkey-exclusive pools.
have to be mad to get into a hot spring with a bunch of monkeys. Apart from the hygiene issues, anything could happen.
