The plant having problems DON'T have cooling towers like the ones in the picture, they use cooling ponds(Chernobyl and Fukushima also used cooling ponds).And it DOES work, it's just illegal because the combination of heat wave and reactor heat would make the rivers 60 C/140 F and kill the entire fish population
