English (perpetrator) approached his neighbor while the neighbor was walking down the street. English was on the phone and said, “I found my ...” and proceeded to say a racial slur. He said the slur again when telling the victim, “Are you ready to die?”Court documents state that English then tried to attack the victim with a heavy metal rod by swinging it at the man’s face and body.The man dodged the swings and began recording English on his phone. English then tried to walk away but was detained nearby by police. Officers found the metal rod where the victim said he saw English throw it.
