STANDARD CITIZENSHIP
>born: requires 0-2 citizen parents within the land
>naturalized: requires 1 citizen parent outside the land

NATIVE-LOCKED CITIZENSHIP
>born: requires 2 citizen parents within the land
>naturalized: requires 1 citizen parent outside the land

Comparing them: standard citizenship means anyone born in the country is a citizen regardless of their parents meanwhile those born outside the nation require 1 citizen parent (ties between outside nations rapidly develop) ... native-locked citizenship means the existing citizens create citizens while foreigners are only made citizens through 1 citizen parent

America currently uses standard citizenship (rather than native-locked citizenship) and the Supreme Court has officially maintained that decision. In practical terms, citizen parents create a citizen... but yes it's entirely possible for non-citizen parents to create a citizen as well. Just like Americans can create citizens in other countries
