It was an amendment that clearly stated no aliens and no foreigners in very clear 19th century language (and subject to...) that means Pedro and Maria are literally subjects to another country, Mexico, that their ambassador is also a subject to another country.

For the 14th, Nobody cared in mid-20th century boomer minds cuz all the propaganda showed ellis island full of white immigrants and "hey we need cheap white labor," and nobody challenged it.
