With Russia, you are already doing it by over-extending them with Ukraine. They couldn't protect Syria like they were able to do a decade ago and likewise they can't do much with Iran. You are also getting your European vassals to sabre rattle which ramps up the pressure on Russia. Its not an event but an ongoing process.
China is a different story but the same strategy applies by weaponizing its neighbours like Japan, Taiwan and the Flips to increase tensions anb at the same time isolating them from their economic partners around the globe.
