Birthrates will go up when housing prices and pussy inflation go down, and only then. There's nothing you can do to increase birthrate as long as the economic issues exist, but there's also no need to worry since the issue will resolve immediatly once life is good again. You should view birthrate as a metric to tell you when economic problems are affecting the average person rather than a problem that needs to be fixed on it's own.
