My thought is that the OKC bombing is either the first time the FBI set up their fake terrorist attacks or at least the first time it went wrong.
If you notice since then every time the FBI arrests a patsy for participating in an attempted terrorist attack that the FBI planned, the explosives are now fake. My guess is they used real explosives with McVeigh and lost control.
