the phenomenon was essentially a highly-coordinated policy of social engineering to move the White population out of cities to stimulate the newly emerging suburban economy. Northern cities didn't have enough work for migrating Blacks to do, so they essentially incentivized Whites in many city neighborhoods to leave so that Blacks could move into them. Those newly Black neighborhoods would then be cut off from the economic life of the rest of the city (often even literally boxed in by highways), at which point the Black neighborhoods would rapidly descend into ghettos. The ghettos were essentially giant internment camps for a group of people the cities didn't want there.In order to move Whites out racial fears had to be stirred (once your neighborhood goes Black you'll be subject to endless violence and crime!). Even Whites who didn't want to move and had no problem living with Blacks were threatened with economic policies and red-lining. If they didn’t move out of their neighborhood (which was soon to be declared a ghetto) they would be considered to have bad credit and would never be able to get a loan from a bank ever again.
