When it's like 7 degrees and snowing a week or two in a row I've had the 55 gallon drum freeze solid but anything in a 1000+ gallon black cistern is unlikely to freeze solid. But that is completely dependent on your local winter. Here we only get winter storms and can have a nice sunny 50-60 degree day in December. But a simple water pump that keeps the water moving or similar low power solution should work well. Solar power of course dips in winter due to shorter days and poor angle of the sun so you have to plan and learn to not waste power or water. But I run on a bare bones system of power and water for many reasons but I'm working hard to increase both power and water output this year.
