The 14th ammendment (birthright citizenship) was specifically designed to repeal the Dredd Scott decision of 1857, which determined that black people could not be US citizens. After the Civil War, black people were put in a complex situation where they weren't property, but also weren't afforded with many rights or protections because they weren't citizens. At the same time, they couldn't leave because most of them were born in the USA, importing slaves had been illegal for around 60 years. The 14th amendment was passed to use federal power to force them to be granted citizenship and have rights. Most people would probably find this fair nowadays. They had lived in America for generations, only knew english/America, and any that were imported were likely to have been imported as children 60 years ago. It was not created to allow recent arrivals to anchor baby, or to allow new immigrant communities to form. That is an obvious abuse of its intention.
