Because in a democracy that nominally operates on the principles of universal suffrage; the core voterbase are normies, and normies vote based not on policy or second order effects, but on vibes. Those vibes are curated, over time, by media propagandists and education systems into creating a profile within the minds of voters (there are several profiles with several different sources of programming/propaganda), who are then pandered to in neat little blocks. I don't know anything about Peru, but I imagine that the Fujimorists have a pretty strong propaganda apparatus behind them, and the vibes of the swing voter slightly aligned with what she was putting out, so she got elected.
