I'm assuming they're talking about the very old idea of using rail guns. You can give the rocket an initial boost with the rail gun on a tall mountain and get it most of the way there.
But in that case, it still makes more sense to fire the rocket immediately instead of waiting for upper atmosphere.
Tail guns also have severe problems with pressure, as air in the accelerating chamber compresses and explodes out the front of the gun. In other words you can't have an enclosed chamber.

Well, the G forces in a vertical EMALS launch would be insane.
What they save in fuel might be lost to steel.
Let's say it is a slow as fuck rocket launch that stops at mach 2, and that the rail is as long as Kingdom Towers target (1000m), then it will have vertical G forces in excess of 20.
