As per usual, no one on /pol/ actually knows how it works. Previously there was no customs duty at all on products under €150. At the time, this exemption was introduced to reduce paperwork. Over the years this exemption has been heavily abused by chinks, especially since the 2nd US-Chinese tariff war. They literally send billions of low-value parcels each year to stay in the exemption zone, whilst EU retailers importing goods in bulk paid customs duties.
This exemption is now gone and a €3 duty applies - not per parcel but per classification. ie: 10 t-shirts = €3, 2 t-shirts and a watch = €6. So buying bulk is as cheap, and buying different kind of cheap crap is expensive.
Furthermore, it's a temporary measure for 2 years. After which a broader custom reform will be introduced for product-specific customs instead of a flat €3.

But the whole point of tariffs is to discourage buying foreign goods in the first place by artificially increasing their price, in favor of locally produced alternatives. Which is why foreigners are so butthurt about it
