I actually agree with this. Germany needs at least 30 billion euros of tax revenue per year to import, house and feed its migrants. If you call in sick, you are wasting an entire day worth of taxes.

Sick leave is a benefit from the employer.
They can decide the rules of their sick leave.
Usually you get 3-5 days per year where you can just stay home and no need to proof anything.
If you mean medical leave, then yes you need a paper from the doctors.

More than 3 days requires always a med. note. They did the short because with note the people stay longer ill at home. It is up to the employer to demand a note from the 1st day btw.
