There's actually a very easy way to do this at home, provided you have the freezer space. All you need to do is fill up a small cooler full of water and leave the lid open. The top freezes faster than the sides and bottom, so you can just saw off the top and get a clear block of ice. Granted you now have a giant block of clear ice instead of small, ready to use cubes. But hey, homemade clear ide.

You need to make the ice in a mold that allows the ice to form unidirectionally and then the ice will gradually push the bubbles out of the way.
Normal ice trays allow the ice to form on all of the surfaces, which traps the air bubbles in the center.

You should read up on the world before the refrigerator became common post-ww2. It's called an "ice box" because people literally had a metal box where they put ice in it to preserve food before the fridge. Ships literally cut giant blocks off ice from the poles and sailed to hot areas where they cut huge blocks and people carried them to their house and stuck in these boxes. Ice was a huge industry.
