The simplest way is to simplify the tax laws so there aren't loopholes that can be exploited. On paper Bezos has a salary of like $85k a year, Gates and Zuck both only got paid $1 for a few years because it was tax advantageous to do so. Only downside is if you simplify it the left starts complaining that it hurts the poor.
