This was done mostly by European manufacturers merging with Russian factories and improving processes and parts supplies. Russian made parts are lagging but they are at least trying to improve that. Russia has a huge trucking industry and those vehicles are very well-made. They also have a luxury car line Aurus that is very high quality. It's not impossible that they'll be producing more native cars that are decent over the next five-ten years. In my reading of their industry there are some issues with basically legacy union-type workers at the biggest factories dating back to the Soviet era and that is the reason they don't make good progress. The US car industry has a similar problem and Japanese/Korean factories located in new regions away from the legacy factories paper it over.
